February 15 2016 – The Chinese government has issued new guidelines to protect children in rural areas whose parents have moved to cities to work. Under the Chinese hukou system, migrant workers cannot access social services in urban areas. As a result, approximately 61 million children are ‘left behind’ and exposed to potential abuse.
The State Council aims to cut that number by urging parents to ensure that children are not without adult supervision.
The proposals also outline a more active role for schools, community authorities and government-affiliated organisations in monitoring the welfare of these children.
